DVS and the Progressive Safe System are specific to HGV operations in Greater London. AGL can help you assess the technology needed for your vehicles, but operators should always confirm permit requirements with Transport for London.
Who does DVS apply to?
All lorries over 12 tonnes gross vehicle weight entering or operating in Greater London need a valid HGV Safety Permit. Since October 2024, the minimum DVS rating has increased to three stars.
Vehicles rated zero, one or two stars require Progressive Safe System measures to obtain the relevant permit. The permit scheme operates across most of Greater London at all times.
Progressive Safe System requirements can include:
- Nearside camera monitoring to address the remaining blind spot
- Class V and VI mirrors, an approved replacement camera system, or a suitable combination
- Blind Spot Information System (BSIS) on the nearside
- Moving Off Information System (MOIS) covering the frontal blind spot
- Side under-run protection where required and practicable
- Audible manoeuvring warning for left turns
- External pictorial warning markings for vulnerable road users
